Richard Scott "Dick" Webb, son of Richard H. (1907-1966) and Edith Melissa (Scott) Webb, was born 2 July 1926 in Lansing, Ingham County, Michigan.  Richard's father was a member of the Okemos school board during the 1940's.  His mother Edith was also, during the 1940's, very involved with the Okemos P.T.A.

Richard graduated from Okemos High School in 1944.  He died 14 September 1989 in Manatee County, Florida.
